Anambra State has emerged among Nigeria’s top-performing states in the latest Open Government Partnership (OGP) Nigeria Subnational Status Ranking attaining a 100 per cent “Healthy” status on implementation of open government reforms.
The July 2026 ranking placed Anambra in the highest category alongside Kaduna and Plateau States, each scoring 100 per cent under the OGP’s subnational performance assessment.
The ranking, released by the Open Government Partnership Nigeria, measures states’ performance on agreed indicators reflecting their level of implementation of open government principles, including transparency, accountability and citizen participation.
Other states in the “Healthy” category include Adamawa, Kano, Kogi and Osun.
Abia, Oyo and Taraba states were listed under the “Need to Grow” category, while Delta, Kebbi, Yobe, Cross River, Edo, Enugu, Imo, Nasarawa, Sokoko and Zamfara were ranked under “Critical Condition”.
The development attracted a reaction from the Chief Press Secretary to Gov. Chukwuma Soludo, Mr Christian Aburime, on Wednesday in Awka.
He described the ranking as an independent validation of the administration’s commitment to transparent, accountable and citizen-centred governance.
Aburime said the assessment was based on verifiable evidence rather than claims, noting that Anambra’s 100 per cent score reflected its consistent implementation of institutional reforms under the Soludo administration.
He said the rating demonstrated the government’s commitment to building strong institutions, promoting public participation and ensuring accountability in governance.
According to him, the achievement is the outcome of Gov. Soludo’s leadership style, which prioritises enduring systems and institutional reforms over short-term political gains.
“The latest OGP ranking confirms that Anambra has built a governance framework anchored on openness, accountability and measurable performance.
“It also sends a positive signal to investors, development partners and citizens that government processes in the state are transparent, predictable and responsive.
“This recognition is not an end in itself but an encouragement to sustain reforms and continually strengthen public trust through open government initiatives,” Aburime said.
The OGP Nigeria Subnational Status Ranking assesses participating states using indicators such as the presence of a State Action Plan, a multi-stakeholder forum and a functional secretariat.
Other indicators include the availability of online platforms and evidence of high-level political commitment to open government reforms.
The organisation said the ranking does not measure the overall level of transparency and accountability in states but evaluates their performance in implementing agreed Open Government Partnership commitments.
